Since enforcement authorities are not often positioned to cease noncompliance before it starts, they want to depend on deterrents similar to massive fines and the potential for program exclusion. Considering this, in addition to the truth that the risk of detection and punishment has by no means been greater from a technological and regulatory standpoint, compliance is especially necessary.
